Angel Lovern D. Serojales of Macasandig National High School emerged as first place in the recent On-the-Spot Poster Making Contest sponsored by the Department of Environment and Natural Resources, Region 10.

Second place went to Clear Rose F. Labita of Merry Child School and Julianne Nicole P. Ballenas of Liceo de Cagayan University as third place.

The Social Media Favorite award was received by Nikolai Marlance R. Bagsac of Agusan National High School. Bagsac garnered 1,003 votes on DENR Facebook Page, DENR Northern Mindanao.

The contest is part of the celebration of November as National Clean Air Month, National Environmental Awareness Month and Climate Change Consciousness Week from November 19 – 25 spearheaded by the DENR – Environmental Management Bureau. The theme of the celebrations and also the theme of the contest is “One Planet, One Nation: Sustaining Green Actions for a Safer Climate.”

DENR 10 Regional Executive Director Arleigh J. Adorable led the awarding of prizes to the winners. Regional Directors of the Environmental Management Bureau Regional Director Reynaldo S. Digamo and Mines and Geosciences Bureau Efren Carido together with Assistant Regional Director for Technical Services Aldrich S. Resma and Chief of the Legal Division of DENR 10 Lawyer Florenda Lamason-Yap assisted in the awarding of winners.

The Board of Judges is composed of Lawyer Florenda Lamason-Yap, Head Executive Assistant Georgina Padilla and Engr. Dovee Cherry Geollegue of the Environmental Management Bureau.

The criteria for judging are as follows: Originality, Style and Creativity – P40%, Interpretation & Relevance to the theme – 40% and Presentation and Neatness – 20%.

The 1st place received P3,000 cash prize, 2nd place – P2,000 cash and 3rd place – P1,000. Each winner a received a Plaque of Recognition while the winner of the Social Media Favorite received a Certificate of Recognition. To showcase practices and techniques on Ecological Solid Waste Management (ESWM), the Department of Environment and Natural Resources – Environmental Management Bureau, Region 10 (DENR-EMB 10) sponsored an Environmental Summit on October 16 – 17, 2019 in Cagayan de Oro City.

The summit gathered officials from the local government units, industries, other government agencies, ESWM practitioners, academe and other environmental partners to discuss updates and information in promoting effective and efficient solid waste management.

DENR Secretary Roy A. Cimatu was represented by Undersecretary for Solid Waste Management and Local Government Units Concerns Benny D. Antiporda during the program. He sought the cooperation of LGUs to effectively manage solid waste in their respective area.

USEC Antiporda said that by 2020 all local government units should have their approved 10-year Solid Waste Management (SWM) plan and no LGUs will still be operating their open or controlled dumpsite. “We need to work together to improve our strategy in solving our problem on solid waste”, he added.

He also called on the different stakeholders to help clean our rivers and creeks.

The DENR-EMB 10 provides technical assistance to LGUs in the implementation of Republic Act 9003 or the Ecological Solid Waste Management Act. The DENR is also supporting the LGUs in funding for the purchase of equipment needed like composters, molders and recycling equipment.

Cagayan de Oro City Mayor Oscar S. Moreno delivered the welcome message. He said that it is important for all stakeholders to protect and conserve our environment.

Awarding of National Solid Waste Management Commission (NSWMC) Resolution on the Approval of 10-Year SWM Plan of 17 local government units (LGUs) was highlighted during the program.

The NSWMC Resolution approved the 10-Year SWM Plan of Jimenez, Misamis Occidental; municipalities of Kapatagan, Lala and Sultan Naga Dimaporo in Lanao del Norte; municipalities of Alubijid and Lugait in Misamis Oriental and El Salvador City. The NSWMC also approved the 10-Year SWM Plan of the Province of Bukidnon, cities of Malaybalay and Valencia and the municipalities of Impasug-ong, Kadingilan, Lantapan, Malitbog, Manolo Fortich, Talakag and Baungon. The local chief executives or their representatives received their respective award from Undersecretary Antiporda. He was assisted by DENR 10 Regional Executive Director Arleigh J. Adorable, Environmental Management Bureau 10 Regional Director Reynaldo Digamo, Mines and Geosciences Bureau Regional Director Efren Carido, Department of Tourism 10 Regional Director Marie Elaine Unchuan.

Clean-up Partners during the World Water Day celebration on March 22, 2019 in Macabalan, Cagayan de Oro City and Youth Camp Partners were recognized during the activity. Partner agencies for Limpyo Dagat Contest which culminated on September 26, 2019 also received plaques of appreciation.

RD Reynaldo S. Digamo was the resource speaker on Status of SWM Implementation at the National Level and Region 10. Digamo said that there are 93 LGUs in Region 10 and 59 have approved 10-Year SWM plans.

Other speakers were Head Executive Assistant of EMB Eligio Ildefonso on Policy on the Use of Waste Materials as Alternative Fuel; DILG 10 Regional Director Arnel Agabe on DILG Memorandum Circular # 2019-62 – Policy and Guidelines on Sewage Treatment & Mgt System and DILG Supervisory Functions over LGUs; Office of Civil Defense Trestan Rey Ebare on Solid Waste Management in relation to Disaster Risk Management (Pre and Post Disaster). Engineers from the EMB 10 Florencio Dominguez, Jr., Chief of the Environmental Monitoring & Enforcement Division delivered the rationale of the activities and Rowena Dorato, Chief of the Environmental Impact Assessment Section delivered a lecture on Environmental Impact Assessment and basic requirements for LGU projects requiring Environmental Compliance Certificate.

Cagayan de Oro City – Anchored on the theme “Battle for litter-free Kagay-an Seas”, coastal barangays and organizations were recognized during the culmination program of the Challenge for Change Program (CCP): CDO Limpyo Dagat Contest on September 30.

Barangay Gusa and its CCP Cooperator or partner organization, EnviRiffle were awarded first place in Category A. The second place was awarded to Barangay Bayabas with its cooperator, Bayabas Green Group and third place was awarded to Barangay Bulua with its cooperator, Lateo under Category A.

The winners under Category A received the following prizes: 1st place – P50,000 cash prize and plaque for its cooperator and P50,000 Coastal Resource Management (CRM) Project fund from BFAR and a plaque of recognition for the Barangay Local Government Unit (BLGU); 2nd place – P30,000 cash prize from the Environmental Management Bureau, Region 10 and plaque of recognition for its cooperator and P30,000 CRM Project fund and plaque of recognition for BLGU; 3rd place – P20,000 cash prize and plaque of recognition for cooperator and P20,000 CRM Project fund and plaque of recognition for BLGU. All CRM Project fund prizes with a total of P150,000 are from BFAR.

Barangay Bugo was adjudged as the lone winner of Category B (with no CCP Cooperator) and received P50,000 CRM Project fund and a plaque of recognition.

The contest is spearheaded by the Department of Environment and Natural Resources, Region 10 (DENR 10) with the local government of Cagayan de Oro, Bureau of Fisheries and Aquatic Resources (BFAR) and other partner agencies to encourage participation in the environmental protection efforts of the government.

Cagayan de Oro City Mayor Oscar S. Moreno said the contest is a very timely and the cleanup need to be sustained and be undertaken yearly. He further requested the City Local Environment and Natural Resources (CLENRO) to undertake a similar contest for the cleanup of esteros. “Let us sustain the momentum that this campaign has gathered by undertaking a contest for the cleanup of creeks”, Mayor Moreno added.

For his part, DENR 10 Regional Executive Director Arleigh J. Adorable thanked the local government units of coastal barangays for joining the contest. He is grateful for the support of the local government of Cagayan de Oro, national government agencies and partner cooperators.

Adorable with DENR 10 Assistant Regional Director for Technical Services Aldrich S. Resma and City Local Environment and Natural Resources Officer, Engr. Armen A. Cuenca awarded the prizes to the winners. Other officials who presented the awards were DENR Provincial Environment and Natural Resources Officer for Misamis Oriental Ferdinand Dagulo, Community Environment and Natural Resources Officer Myrna Neri of CENRO-Initao, Environmental Management Bureau, Region 10 Regional Director Reynaldo Digamo represented by Administrative and Finance Division Chief Guillermo Hormillada, Jr. and representing MGen Franco Nemecio Gacal of the 4th Infantry Division, Philippine Army was Lt. Col Noli Kanashiro.

The contest was also supported by Department of Tourism, Department of Interior and Local Government, 4th Infantry Division, Philippine Army, Department of Public Works and Highways and Department of Social Welfare and Development.

It can be recalled that the contest was launched on June 30, 2019 as a continuing campaign to mobilize the citizenry to conduct regular clean-up activities in their barangays.

Consolation prizes of P5,000 cash and certificates of participation were awarded to four non-winning cooperators namely: Kuhols, Philippine Island Kids International Foundation, Inc., Bayvengers and Pepsi Cola Products Philippines, Inc. Certificates of Participation were awarded to Barangays Bonbon, Puntod, Lapasan, Agusan and Macabalan for joining the contest.

The organizers presented Special Awards to EnviRiffle for Best Photo Exhibit and Barangay Cugman for Best Innovative Practice. The Best Advocacy Program was awarded to EnviRiffle. Barangay Cugman received the award for the Best Creative and Eco-Friendly Outfit (male and female). The City Government of Cagayan de Oro awarded cash prizes to the winners, P10,000 for Best Photo, Best Innovation – P15,000 and Best Advocacy Program - P10,000. The Department of Environment and Natural Resources (DENR), through the Environmental Management Bureau Region 10 (EMB 10), conducts the turn-over of financial assistance to the selected Local Government Units (LGUs) in Region 10 for the establishment and operation of Material Recovery Facilities (MRFs) on August 15, 2019 in Cagayan de Oro City.

The municipalities that received the said financial assistance are: Bonifacio, Plaridel and Don Victoriano Chiongbian in Misamis Occidental; Binuangan, Magsaysay, Naawan, Manticao, Medina, Tagoloan and Cagayan de Oro City in Misamis Oriental; Sapad, Matungao, Nunungan, Munai, Kolambugan, Tagoloan, Poona Piagapo and Tangcal in Lanao del Norte; and Kitaotao and Lantapan in Bukidnon.

Preceding the turn-over of financial assistance was the formal signing of Memorandum of Agreement for the said purpose by and between the above-mentioned LGUs and EMB 10 last June 17, 2019 in Cagayan de Oro City.

The activity was attended by the key officials of DENR namely: Assistant Secretary for Field Operations - Western Mindanao, Director IV Jim O. Sampulna, Region 10 Regional Executive Director (RED) Arleigh J. Adorable, EMB 10 Regional Director Reynaldo S. Digamo and Region 12 RED Dr. Sabdullah C. Abubacar. Likewise, present to receive the said assistance was no less than the City Mayor of Cagayan de Oro, Hon. Oscar S. Moreno.

RED Adorable appreciated the high environmental awareness and concern of LGUs in the region which are needed for the effective implementation of DENR programs. The Department of Environment and Natural Resources (DENR) – Environmental Management Bureau Region 10 (EMB 10) formally executes a Conditional Deed of Sale of Land for the establishment of Engineered Sanitary Landfill in Marawi City on August 15, 2019 in Cagayan de Oro City.

The execution was made by and between Mr. Mikunug T. Tanggote, as the attorney-in-fact of all the registered owners and generally referred to as the seller, and Regional Director (RD) Reynaldo S. Digamo, representing DENR-EMB 10 as the buyer. The signing was witnessed by no less than the DENR Assistant Secretary for Field Operations - Western Mindanao, Director IV Jim O. Sampulna, Regional Executive Director of DENR 12 Dr. Sabdullah C. Abubacar and Ms. Aisa Linang, sister of the seller.

The land was bought for a reasonable value and contain a total aggregate area of 317,728 square meters.

RD Digamo recognized the long search for a lot to be intended for the establishment of engineered sanitary landfill in Marawi City after the 2017 siege. On behalf of the agency, RD Digamo expressed his gratitude for the generosity and willingness of the seller to sell their property for the said purpose. #TayoAngKalikasan RSCIS MR No. 08-221-2019
