Environment and Natural Resources Secretary Roy A. Cimatu challenged officials of Region X to improve the forest cover of their respective area of jurisdiction during the Expanded Executive Committee Meeting on January 30, 2020 in Cagayan de Oro City.

“As much as possible let us protect the forest and improve the forest cover”, Secretary Cimatu told regional officials. He disclosed the shift of growing bamboos under the Enhanced National Greening Program (ENGP). He also directed the Provincial and Community Environment and Natural Resources Officers to visit project sites and closely monitor the implementation of ENGP in their respective areas.

“Your performance on the National Greening will be a gauge for your promotion”, he added.

On the Solid Waste Management Program, Secretary also challenged regional officials to coordinate with local government officials and provide technical assistance on their compliance to the provisions of Republic Act 9003 or the Ecological Solid Waste Management Act of 2000 particularly on establishment and operation ofsanitary landfill.

At present, there are 13 operational sanitary landfills in Northern Mindanao and with 7 in Bukidnon, Camiguin with 1 (cluster for five municipalities), 3 in Lanao del Norte and 2 in Misamis Oriental. The DENR extends technical assistance to the cities and municipalities of Misamis Occidental for them to establish a sanitary landfill.

The meeting was also graced by Chief of Staff and Undersecretary for Operations – Visayas and Mindanao, Rodolfo Garcia, Regional Executive Director (RED) Arleigh J. Adorable, Environmental Management Bureau Regional Director (RD) Reynaldo S. Digamo, Mines and Geosciences Bureau RD Efren B. Carido, Assistant RD for Management Services Felix S. Mirasol, Jr., Assistant RD for Technical Services Aldrich S. Resma, PENROs, CENROs, division chiefs and other officials of the regional office.

Meanwhile, Secretary Cimatu and USEC Garcia with regional officials visited the sanitary landfill in Barangay Pagalungan and the proposed eco park in Barangay Carmen of local government of Cagayan de Oro City. Secretary Cimatu was apprised of the initiatives of the city government on the implementation of the provisions of RA 9003 by no less than Mayor Oscar S. Moreno. He was impressed with the implementation of Solid Waste Management by the city government of Cagayan de Oro.

While in Region X, Secretary Cimatu and USEC Garcia also had a meeting with the Provincial and Community Environment and Natural Resources Offices of Bukidnon at CENRO-Manolo Fortich, Bukidnon. Department of Environment and Natural Resources (DENR) Assistant Secretary (ASEC) for Administration, Human Resources and Legislative Affairs Joan A. Lagunda visits some of the Enhanced National Greening Program (ENGP) sites of Region 10 last January 28-29, 2020 at Gingoog City, Misamis Oriental and Manolo Fortich, Bukidnon.

This is in compliance to Special Order No. 2019-956 issued by DENR Secretary Roy A. Cimatu directing some officials of the department to conduct periodic site visits to established ENGP plantations in order to reinforce efforts and address issues on the ground to ensure the accomplishment of targets set for the ENGP.

It can be recalled that ASEC Lagunda made her first ENGP site visit in a bamboo plantation managed by Ernesto Pelaez Ranch, Inc. on December 23, 2019 in Malasag, Cugman, Cagayan de Oro City. Subsequently, ASEC Lagunda was able to monitor and validate 3 ENGP sites during her two-day visit together with the key officials and personnel of DENR 10.

On the first day, ASEC Lagunda visited the plantation site of Peoples Organization (PO) - San Jose Agro-Forestry Farmers Association, Inc. in Brgy. San Jose, Gingoog City, Misamis Oriental. She personally validated the existing timber (Falcata) and fruit bearing trees (mangosteen, durian, lanzones, and rambutan) planted in the area. Thereafter, she proceeded to Brgy. Pangasihan of the same city where the plantation of Nipa Palm managed by PO - Lantawan Agroforestry and Developers Multi-purpose Cooperative is situated. She also went to Brgy. Maluko, Manolo Fortich, Bukidnon and visited the plantation of timber (Brazilian Fire Tree and Falcata) and fruit trees (guyabano, lemonsito, jackfruit, durian, lanzones, avocado, apple guava, rambutan, marang and cashew) of PO - United Rural Women of Maluko, Inc.

Among the issues encountered by ASEC Lagunda during her site-visit were the policy issuance on the harvesting of planted trees within untenured areas and the considerably high required survival rate of planted trees which is 85%.

According to the members of the PO in-charge of the said ENGP sites, the program helped them convert their idle lands to become productive areas, uplift their way of living through the employment it generates and extra income it provides, and improve the environmental condition of the area by means of the increased forest cover.

A forthcoming ENGP Focal Persons Consultative Meeting and Workshop will be conducted this February 2020 where ASEC Lagunda is expected to take part in the activity. #TayoAngKalikasan RSCIS MR No. 02-038-2020

The Department of Environment and Natural Resources Region 10 (DENR 10) holds its 1st Regional Expanded Executive Committee Meeting for CY 2020 on January 8, 2020 in Cagayan de Oro City. This was attended by the agency’s key officials, planning officers and National Greening Program focal persons in the region as well as field offices.

DENR 10 significantly started the activity by way of replicating the DENR New Year’s Call wherein the Secretary presents the previous year accomplishments of the department and gives his marching orders to bureaus, senior officials and regional executives. Dubbed as the “DENR 10 New Year’s Call,” Regional Executive Director (RED) Arleigh J. Adorable presented the accomplishments of the regional office for CY 2019 and conveyed to the key officials of DENR 10 the marching orders of DENR Secretary Roy A. Cimatu during the DENR New Year’s Call held at the DENR Social Hall on January 3, 2020.

Highlighted during the talk of RED Adorable was the order of the DENR Chief to continue implement the department’s ten priority programs: Clean Air, Clean Water, Solid Waste Management, Enhanced National Greening Program (ENGP), Intensified Forest Protection and Anti-illegal Logging, Enhanced Biodiversity Conservation, Scaling up of Coastal and Marine Ecosystem Program, Improve Land Administration and Management, Geo-hazard, Groundwater Assessment and Responsible Mining, and Manila Bay Clean-up. Necessarily, systems and strategies in the implementation of these priority programs of the Secretary must be improved in order for its respective objectives to be fully realized.

Environmental protection is a must hence should never be compromised. RED Adorable reiterated the statement of the DENR Chief that lives of the DENR personnel must not be sacrificed or put at stake in the implementation of the said programs. This appeal comes after a handful of Forest Protection Officers in other regions were killed in line of their duty.

Included in the marching orders of the DENR Chief to the regional offices are to identify an area where the Local Government Units (LGUs) can establish a clustered sanitary landfill, require the LGUs to submit a sewage plan, focus the implementation of ENGP within the critical watersheds, increase the target for bamboo plantation from 20% to 40% and continue the implementation of programs on responsible mining and come up with other possible ways in extracting minerals.

Also discussed during the executive meeting were the priority programs of Environmental Management Bureau and Mines and Geosciences Bureau, revised 2020 Work Plan on NGP, additional target on Land Administration and Management and activities on Protected Area Development and Management under the Expanded National Integrated Protected Areas System. #TayoAngKalikasan RSCIS MR No. 01-021-2020

To better serve the public and as part of the continuing organizational development of the Department of Environment and Natural Resources (DENR), Regional Executive Director (RED) Arleigh J. Adorable recently appointed Community Environment and Natural Resources Officers (CENROs) and other officials in the region.

Under Regional Special Order No. (RSO) 2020 - 01 - 005, RED Adorable appointed Supervising Environmental Management Specialist and former Officer-in-Charge (OIC), CENR Officer of Gingoog City Conrado M. Mahinay, Jr. as the CENR Officer of Initao, Misamis Oriental replacing CENRO Myrna E. Neri who was assigned as the Regional Coordinator of the National Greening Program (NGP).

RED Adorable appointed Robinson W. Abrahan as the OIC, CENR Officer of Gingoog City and the new Deputy CENRO of Gingoog City is Development Management Officer III Jerome G. Pioquinto. Turn-over ceremonies were conducted in CENRO-Initao, Misamis Oriental and Gingoog City last week.

With the retirement of CENRO of Talakag, Bukidnon Leonardo Buted, RED Adorable appointed Protected Area Superintendent and designated Integrated Natural Resources and Environmental Management Project (INREMP) Focal Person Arnulfo T. Osio as OIC, CENRO Talakag. He was replaced by Planning Officer IV Dario P. Barbarona as the INREMP Focal Person.

Meanwhile, RED Adorable appointed Development Management Officer III Isidro J. Jabla as the OIC, Chief, Surveys and Mapping Division (SMD) replacing Engr. Agnes A. Dejoras who is set to retire this year. Engineer Dejoras was assigned as the Head Executive Assistant on Land Management Matters at the Office of the Assistant Regional Director for Technical Services, DENR Regional Office.

The new designations under the SMD are Engineer II Jocelyn Beray, OIC, Deputy Chief and Concurrent Chief, Original and Other Surveys Section and Forester II Vincent Ferolin as the OIC, Chief, Land Evaluation and Surveys Section. #TayoAngKalikasan RPAO # 01-008-2020

To recognize their valuable contribution to the Department of Environment and Natural Resources (DENR), 71 regional office personnel received their Loyalty Service Award from Assistant Secretary (ASEC) for Administration, Human Resources and Legislative Affairs Joan A. Lagunda during the Flag Raising/Monday Convocation on December 23, 2019.

The awards were given to DENR regional office personnel who have rendered 40, 35, 30, 20 and 15 years of government service. ASEC Lagunda was assisted during the awarding ceremony by Regional Executive Director Arleigh J. Adorable, Environmental Management Bureau Director Reynaldo S. Digamo, Mines and Geosciences Bureau Regional Director Efren B. Carido, Assistant Regional Director (ARD) for Management Services Felix S. Mirasol, Jr. and ARD for Technical Services Aldrich S. Resma.

In her speech, ASEC Lagunda called on all officials and personnel of the DENR, Environmental Management Bureau and Mines and Geosciences Bureau to possess the three C’s – Competence, Commitment and Character in the delivery of public service.

She encouraged personnel to inculcate the DENR Core Values of Discipline, Excellence, Nobility and Responsibility. She also reminded the personnel to follow office policies like wearing of uniform and Identification Card.

ASEC Lagunda visited the region after having been assigned by DENR Secretary Roy A. Cimatu to monitor and validate established National Greening Program (NGP) sites of Region 10. She was updated on the accomplishment, issues and concerns on NGP implementation.

From 2011 to 2019, the DENR 10 established 111,808 hectares of NGP plantations planted with 999,799,200 seedlings of timber, rubber, indigenous, coffee, bamboo, cacao, fruit trees, mangroves, abaca, beach forest, forage, fuelwood, rattan, urban and tiger grass on the same period. Livelihood Enterprise Development projects include tablea processing and production, village type rubber latex processing, ginger production and salabat making and crab fattening, abaca production and cetronilla grass production and oil processing.

ASEC Lagunda visited the Provincial DENR Office of Misamis Oriental, bamboo plantation under the NGP and Centennial Tree at Malasag Heights, Cugman, Cagayan de Oro City.
