Livelihood Enhancement Support – 1 (LES1) was introduced in year 2016 as a subproject of Integrated Natural Resources and Environmental Management Project (INREMP). It offers support in production and enhancement of the People’s Organizations’ (POs) existing commodities.

It grants a facility or a combination of infrastructure. 1) Concrete Drying Pavement, 2) Irrigation Water Facility, 3) Small Constructed Facility, 4) Agricultural Machinery & Milling Facility, and 5) Food processing Facility/Equipment are the options amounting to Php 300,000.00.

In year 2018, 42 POs of Bukidnon Upper River Basin (BURB) partnered on the said subproject. Recently, 27 POs had their turnover between November 2019 – February 2020. Solar drying pavements, mini-warehouse facilities, agricultural machineries, and milling facilities awarded to the POs were constructed and installed based on Asian Development Bank guidelines. The POs are responsible for the maintenance and overall operation of the given infrastructures/facilities. For sustainability purposes, they made a resolution for the service rates of the given infrastructures/facilities.

INREMP is one of the banner program of the Department of Environment and Natural Resources with its main objective to rehabilitate the denuded watershed areas in Bukidnon Upper River Basin. LES1 is one of the subprojects of INREMP wherein the PO beneficiaries will be able to increase their income in a sustainable way and contribute to the overall improvement of the watershed. Jayson M. Department of Environment and Natural Resources (DENR) Assistant Secretary (ASEC) for Administration, Human Resources and Legislative Affairs Joan A. Lagunda visits some of the Enhanced National Greening Program (ENGP) sites of Region 10 last January 28-29, 2020 at Gingoog City, Misamis Oriental and Manolo Fortich, Bukidnon.

This is in compliance to Special Order No. 2019-956 issued by DENR Secretary Roy A. Cimatu directing some officials of the department to conduct periodic site visits to established ENGP plantations in order to reinforce efforts and address issues on the ground to ensure the accomplishment of targets set for the ENGP.

It can be recalled that ASEC Lagunda made her first ENGP site visit in a bamboo plantation managed by Ernesto Pelaez Ranch, Inc. on December 23, 2019 in Malasag, Cugman, Cagayan de Oro City. Subsequently, ASEC Lagunda was able to monitor and validate 3 ENGP sites during her two-day visit together with the key officials and personnel of DENR 10.

On the first day, ASEC Lagunda visited the plantation site of Peoples Organization (PO) - San Jose Agro-Forestry Farmers Association, Inc. in Brgy. San Jose, Gingoog City, Misamis Oriental. She personally validated the existing timber (Falcata) and fruit bearing trees (mangosteen, durian, lanzones, and rambutan) planted in the area. Thereafter, she proceeded to Brgy. Pangasihan of the same city where the plantation of Nipa Palm managed by PO - Lantawan Agroforestry and Developers Multi-purpose Cooperative is situated. She also went to Brgy. Maluko, Manolo Fortich, Bukidnon and visited the plantation of timber (Brazilian Fire Tree and Falcata) and fruit trees (guyabano, lemonsito, jackfruit, durian, lanzones, avocado, apple guava, rambutan, marang and cashew) of PO - United Rural Women of Maluko, Inc.

Among the issues encountered by ASEC Lagunda during her site-visit were the policy issuance on the harvesting of planted trees within untenured areas and the considerably high required survival rate of planted trees which is 85%.

According to the members of the PO in-charge of the said ENGP sites, the program helped them convert their idle lands to become productive areas, uplift their way of living through the employment it generates and extra income it provides, and improve the environmental condition of the area by means of the increased forest cover.

A forthcoming ENGP Focal Persons Consultative Meeting and Workshop will be conducted this February 2020 where ASEC Lagunda is expected to take part in the activity. #TayoAngKalikasan RSCIS MR No. 02-038-2020

The Community Environment and Natural Resources Office (CENRO) in Bago City recently spearheaded the 7th cleanup of Sum-ag River in Brgy. Sum-ag, Bacolod City, Negros Occidental.

One hundred eighty five (185) participants from the Philippine Coast Guard, Sum-ag Elementary School, PCG Auxiliary, City Fisheries and Aquatic Resources Management Council(CFARMC) Guardians Emigrant and barangay officials and residents joined the Sum-ag River Cleanup and gathered a total of forty three (43) sacks of assorted garbages.

DENR 6 Regional Executive Director Francisco E. Milla, Jr. thanked stakeholders for helping cleanup Sum-Ag River. He also appealed to the community to observe proper solid waste disposal and management.

“The Environment Department is very thankful for your active support in helping to improve the quality of our water bodies. Whatever we do to our environment will eventually affect us in many ways”, he said.

 

RED Milla also underscored that the conductof cleanup drive will need the involvement of community for them to realize the need tO reverse the worsening condition of rivers and other water bodies.

Clean Water is one of the ten (10) priority programs of DENR Secretary Roy A. The Department of Environment and Natural Resources (DENR)ZamboangaPensinsulathru the Community Environment and Natural Resources Office (CENRO) of Zamboanga City, in coordination with the office of the Register of Deeds and local government unit officials awarded186 land titles to qualified recipients from Barangay Tolosa under the HandogTitulo Program.

The awarding ceremony, held on September 18, 2019 in Zamboanga City, was attended by Zamboanga City Vice Mayor Atty. Rommel Agan (for Mayor BengClimaco), Register of Deeds Jayvee Baginda, Provincial Environment and Natural Resources Officer (PENRO) Dante Oporto, CENROfficerPilaritoMontebon, City Assesor Erwin Bernardo, Tolosa Barangay Chairman Joseph S. Lazareno, beneficiaries and residents of the said barangay.

Vice Mayor Agan congratulated the beneficiares and told them to take care of their land titles as this can be used as collaterals in times of need.

" Puedeyaustedesdurmienbuenamentetodo el noche y hindena man lingasa cay talyiya con ustedes el titulo del magatierradondeustedes ta queda o siembra," (You can now sleep soundly everynight and not worry anymore because you are now in possession of land titles for the lands where you stay or plant.) said Vice Mayor Agan.

CENRO Montebon, on the other hand, invited others who still do not have land titles to visit his office to apply as the office provides free land survey services to qualified applicants.

"Please feel free to visit our office for your titling needs or concerns,"CENRO Montebon said.

The beneficiaries were all happy and contented for finally receiving the titles to their lands.

A total of 186 land titles were awarded consisting of 90 Agricultural Patents and 96 Residential Free Patents.

The conduct of the HandogTitulo Program is in line with the mandate of the DENR to administer, manage and dispose public lands in favor of qualified beneficiaries pursuant to Act No. 218 dated September 2, 1901 entitled "An Act Creating the Bureau of Public Lands." It was also held in celebration of the 118th anniversary of the Land Management Bureau. (rt)
