ENVIRONMENTAL CHAMPIONS HONORED

To launch existing restoration efforts and commend environmental champions who contributed to the reforestation within the Cagayan de Oro River Basin, the Cagayan de Oro River Basin Management Council (CDORBMC) conducted a ceremony dubbed as Greening Pinning on September 2, 2019 in Cagayan de Oro City.

Organizations with restoration efforts in the area symbolically pinned their logos on the Cagayan de Oro River Basin map signifying to take the responsibility in the rehabilitation and protection of the pinned location.

Organizations with exiting restoration efforts include national government agencies, local government units, business sectors, indigenous peoples’ organizations, civil society organizations, academe and the religious sector. The activity also welcomed new participants who committed to expand the reach of the project.

DENR 10 Regional Executive Director Arleigh J. Adorable represented the Agency by pinning the DENR logo on the map as representation of support to the sustainable management of river basin and the expansion of forest cover and reforestation efforts in Region 10. In his message, Adorable stated that from 2010 to present, DENR has invested 475 million pesos through the National Greening Program, Community-Based Forest Management and the Integrated Natural Resources and Environmental Management Project.

DENR 10 is also actively lobbying for the Payment for Ecosystem Services (PES), an alternative sustainable financial mechanism that engages indigenous and urban communities in the stewardship of natural resources. PES, as reiterated by CDORBMC Executive Director Dr. Hilly Ann Roa-Quiaoit, is the ultimate act of paying back to the environment as the source of all ecological services.

Archbishop Antonio J. Ledesma, SJ, D.D., Chair of CDORBMC called on all representatives from the public and private sectors to share their resources to care for the environment. Archbishop Ledesma referred to Pope Francis’ second encyclical, Laudatu Si, and encouraged everyone to care for our common home, the Cagayan de Oro River Basin.

Cagayan de Oro City Mayor Oscar S. Moreno graced the activity and lauded the efforts of the CDORBMC in bringing together the different stakeholders to a common goal of protecting the environment.

The Cagayan de Oro River Basin Management Council is the governing body for the operation, supervision and management of the Cagayan de Oro River Basin established in 2010 through the initiative of Archbishop Antonio J. Ledesma, SJ, D.D. #TayoAngKalikasan (RSCIS MR No. 08-237-2019)

DEPARTMENT OF ENVIRONMENT AND NATURAL RESOURCES REGION 10 CONDUCTS ENVIRONMENT AND NATURAL RESOURCES FRONTLINE AND BASIC COURSES TRAINING

The Department of Environment and Natural Resources (DENR) Region 10, through its Human Resource Development Section, conducts Environment and Natural Resources (ENR) Frontline and Basic Courses Training on September 11-14 and September 17-21, 2019, respectively in Cagayan de Oro City.

The aforesaid activities were attended by the following field personnel of Provincial Environment and Natural Resources Office of Misamis Oriental and Community Environment and Natural Resources Offices of Initao and Gingoog City; Salary Grades 1-9 for Frontline Course and Salary Grades 10-15 for Basic Course.

The participants of both training courses were capacitated on different approaches. Participants of the frontline course were generally oriented on various frontline services of the agency and ways to ensure its effective delivery to the general public. On the other hand, participants of the basic course, who are considered as the workforce of the agency, were thoroughly taught on the technicality aspect of the said services.

In general, the activities addressed knowledge gaps, deepened understanding of ENR laws and honed the proficiencies of the participants. Both training courses were carried-out through series of lecture covering different modules relating to DENR management, various technical services of the agency, and public service laws and regulations.

According to DENR 10 Assistant Regional Director for Management Services Felix S. Mirasol, Jr., all employees of the agency must be able to respond to all issues and concerns of the clients concerning the DENR, including those with the Environmental Management Bureau (EMB) and Mines and Geosciences Bureau (MGB), even if it is not related to his/her actual duties and responsibilities. This is in line with the DENR Administrative Order No. 2018-18 which establishes a centralized management and coordinative mechanism at the regional offices of DENR, EMB and MGB.

Participants of both training courses (Frontline and Basic) are also required to join in the upcoming simultaneous coastal clean-up activity on September 21, 2019 in this city in view of the 2019 International Coastal Clean-up Celebration and as part of their Community Engagement Activity.

To fully recognize the effort of the participants, there will be a formal graduation rite on September 23, 2019 during the Monday convocation in DENR 10 regional office. #TayoAngKalikasan RSCIS MR No. 09-266-2019
