DENR, PNP, AFP INTENSIFY ANTI- ILLEGAL LOGGING, ILLEGAL MINING CAMPAIGN IN REGION 10

For violating the provisions of Section 77 of Presidential Decree 705 or the Forestry Code of the Philippines, as amended by EO 277 and renumbered by Republic Act 7161, personnel from the Department of Environment and Natural Resources, Region 10 (DENR 10) with elements from the Philippine National Police (PNP) and Armed Forces of the Philippines (AFP) apprehended a total of 133,766.83 board feet of lumber, 309 cubic meters of logs/log bolts and 62 tools/equipment with an estimated value of P2,227,777 during its April 26 and 27 operation in the region.

In his report to Secretary Roy A. Cimatu, Regional Director Arleigh J. Adorable said that the apprehended forest products/timber have an estimated value of P1,258,777 and the 62 tools/equipment has an estimated value of P969,000 during the inspection of 31 wood processing plants in the municipalities of Villanueva and Tagoloan, Misamis Oriental. He said documentations are on-going for the filing of cases for violators of forestry laws, rules and regulations.

It was gathered that the anti-illegal logging campaign is an offshoot of DENR Caraga ground operation. DENR Executive Director for Anti-Illegal Logging and Anti-illegal Mining Task Force Maj. Gen. Mario F. Chan (Ret) with Col. Jett Duque, Ground Commander for Mindanao Operation, and lawyer Danilo U. Uykieng, Assistant Director of the Mines and Geosciences Bureau provided the over-all directions of the two-day operation.

The DENR 10 activated an Operation Center headed by Director Adorable and organized five Special Task Action Groups (STAGs) composed of DENR personnel from the regional office and the province of Bukidnon with Misamis Oriental. Of the 31 wood processing plants inspected, the STAGS apprehended four operating without permit or expired permit and five with existing permit, Director Adorable added.

The apprehended forest products/timber were turned-over to the Provincial Police Office of Misamis Oriental for custody, while the apprehended tools/equipment were under the custody of the Community Environment and Natural Resources Officer of CENRO Initao. The 62 implements apprehended include 21 bandsaws, 8 electric motor, 2 grinder machines, 1 cutter machine, 14 saw blades, 1 rotary lathe, 2 circular saws and 13 flywheels.

Director Adorable is thankful to the PNP and the AFP for continuously extending their assistance to the DENR 10.

DENR 10 SETS GUIDELINE ON ADOPTION OF EQUAL EMPLOYMENT OPPORTUNITY PRINCIPLE

To further ensure work environment is free from all forms of discrimination, the Department of Environment and Natural Resources, Region 10 (DENR 10) has set its guideline on Adoption of Equal Employment Opportunity Principle following its signing by Regional Director Arleigh J. Adorable recently.

Regional Director Adorable said the guideline was prepared to remind all officials and employees that regardless of ranks, everybody is entitled to be protected under existing laws, rules and regulations of the office.

The guideline covers all DENR-10 employees (regular, casual and contract of service or job order); applicants for employment; clients; and the visiting public from all forms of discrimination especially those based on ethnicity, religion, gender identity and orientation, physical disability including pregnancy and senior citizens, political affiliation or other non-merit based factors.

Management practices and decisions, including application and renewal of permits; recruitment and hiring practices; appraisal systems; promotion; career path; recognition and awards; scholarship; training and career development programs are covered under the guideline.

Any employee or applicant who believes he or she has been subject to discrimination or retaliation should immediately report the matter to the DENR Action Center c/o Office of the Regional Director, the Chief, Administrative Division or the President of the employees union or the Department of Environment and Natural Resources Employees Association - 10 (DENREA 10).

The guideline further guarantees that “officials, employees, applicants and the public are protected against retaliation. Retaliation means to do something in response to an action done to oneself or an associate, especially to attack or injure someone as a response to a hurtful action.”

Based on the guideline, sanctions are meted on employees who fail to follow the guideline. For first offense, the employee will be reprimanded if the explanation is unjustified. For second offense, the employee will be suspended from One day to Thirty days and for non-organic personnel the sanction will be non-renewal of Contract of Service and third office is dismissal from government service. #TayoAngKalikasan
