DENR CONDUCTS ECHO TRAINING ON SOCIAL MARKETING TO FIELD PERSONNEL

To determine the interests and satisfaction of stakeholders in the management of coastal areas and the marine resources, the Department of Environment and Natural Resources, Region 10 conducted a two-day Social Marketing Echo training to all coastal focal persons from the DENR field office on February 7-8 in Cagayan de Oro City.

The Social Marketing Echo training under Coastal and Marine Ecosystems Management Program (CMEMP) spearheaded by the Conservation and Development Division of DENR 10 aims to capacitate and impart learning to coastal focal managers from the Provincial and Community Environment Offices to capture the active support from the coastal communities and stakeholders towards their behavioral aspect in the conservation and protection of our coastal areas in northern Mindanao.

DENR 10 Regional Director Arleigh J. Adorable in his opening message explains the significance of social marketing as tool in the management of the coastal areas as well as with the marine resources. He reiterates its role in the development of activities aimed to change human behavior for the benefit of individuals and society as well.

RD Adorable also gave the importance of Social Marketing to determine the needs, wants and welfare of stakeholders to deliver the desired satisfaction and convince coastal communities on how to participate with the DENR in the implementation of its programs and projects.

Forester Mercedita Barbarona, chief of the Coastal Resources and Foreshore Management Section (CRFMS) and Jayrald Santamina, Asst. chief CRFMS were the resource persons during the two-day echo training.

In another development, the Conservation and Development Division (CDD) of DENR 10 conducted in Cagayan de Oro City the deliberation on the establishment of Malaubang-Bagumbang Mangrove Reserve as protected area under the National Integrated Protected Areas System (NIPAS) Act covering the Cities of Ozamiz and Tangub on February 13.

DENR Assistant Regional Director for Technical Services Paquito D. Melicor, Jr. thanked the local government officials from the cities of Tangub and Ozamiz as well as with the barangay chairmen involved in the deliberation on the establishment of Malaubang-Bagumbang Mangrove Reserve for attending the activity.

He said that the DENR needs the support of LGU’s and other government agencies involved, “We need the help of each one of us, so that we can come up with a good result,” he added.

Forester Mercedita Barbarona, chief of the Coastal Resources and Foreshore Management Section (CRFMS) discussed the overview of the Malaubang-Bagumbang Mangrove Swamp Reserve and Jayrald Santamina, Asst. chief CRFMS presented the assessment results on the Land Use Maps and mangrove status they conducted to brief participants on the actual status of the area.

An open forum facilitated by Forester Marilou M. Clarete, chief of CDD, was conducted after the presentation, wherein representatives from both LGUs along with their barangay chairmen decided to consult the result of the meeting to their respective chief executive for their comments and suggestions. A meeting will also be scheduled for the final deliberation of the establishment of Malaubang-Bagumbang Mangrove Reserve as Protected Area under the NIPAS Act. (RPAO # 02-46-2018)

DENR 10 SETS GUIDELINE ON ADOPTION OF EQUAL EMPLOYMENT OPPORTUNITY PRINCIPLE

To further ensure work environment is free from all forms of discrimination, the Department of Environment and Natural Resources, Region 10 (DENR 10) has set its guideline on Adoption of Equal Employment Opportunity Principle following its signing by Regional Director Arleigh J. Adorable recently.

Regional Director Adorable said the guideline was prepared to remind all officials and employees that regardless of ranks, everybody is entitled to be protected under existing laws, rules and regulations of the office.

The guideline covers all DENR-10 employees (regular, casual and contract of service or job order); applicants for employment; clients; and the visiting public from all forms of discrimination especially those based on ethnicity, religion, gender identity and orientation, physical disability including pregnancy and senior citizens, political affiliation or other non-merit based factors.

Management practices and decisions, including application and renewal of permits; recruitment and hiring practices; appraisal systems; promotion; career path; recognition and awards; scholarship; training and career development programs are covered under the guideline.

Any employee or applicant who believes he or she has been subject to discrimination or retaliation should immediately report the matter to the DENR Action Center c/o Office of the Regional Director, the Chief, Administrative Division or the President of the employees union or the Department of Environment and Natural Resources Employees Association - 10 (DENREA 10).

The guideline further guarantees that “officials, employees, applicants and the public are protected against retaliation. Retaliation means to do something in response to an action done to oneself or an associate, especially to attack or injure someone as a response to a hurtful action.”

Based on the guideline, sanctions are meted on employees who fail to follow the guideline. For first offense, the employee will be reprimanded if the explanation is unjustified. For second offense, the employee will be suspended from One day to Thirty days and for non-organic personnel the sanction will be non-renewal of Contract of Service and third office is dismissal from government service. #TayoAngKalikasan
