DENR CONDUCTS ECHO TRAINING ON SOCIAL MARKETING TO FIELD PERSONNEL

To determine the interests and satisfaction of stakeholders in the management of coastal areas and the marine resources, the Department of Environment and Natural Resources, Region 10 conducted a two-day Social Marketing Echo training to all coastal focal persons from the DENR field office on February 7-8 in Cagayan de Oro City.

The Social Marketing Echo training under Coastal and Marine Ecosystems Management Program (CMEMP) spearheaded by the Conservation and Development Division of DENR 10 aims to capacitate and impart learning to coastal focal managers from the Provincial and Community Environment Offices to capture the active support from the coastal communities and stakeholders towards their behavioral aspect in the conservation and protection of our coastal areas in northern Mindanao.

DENR 10 Regional Director Arleigh J. Adorable in his opening message explains the significance of social marketing as tool in the management of the coastal areas as well as with the marine resources. He reiterates its role in the development of activities aimed to change human behavior for the benefit of individuals and society as well.

RD Adorable also gave the importance of Social Marketing to determine the needs, wants and welfare of stakeholders to deliver the desired satisfaction and convince coastal communities on how to participate with the DENR in the implementation of its programs and projects.

Forester Mercedita Barbarona, chief of the Coastal Resources and Foreshore Management Section (CRFMS) and Jayrald Santamina, Asst. chief CRFMS were the resource persons during the two-day echo training.

In another development, the Conservation and Development Division (CDD) of DENR 10 conducted in Cagayan de Oro City the deliberation on the establishment of Malaubang-Bagumbang Mangrove Reserve as protected area under the National Integrated Protected Areas System (NIPAS) Act covering the Cities of Ozamiz and Tangub on February 13.

DENR Assistant Regional Director for Technical Services Paquito D. Melicor, Jr. thanked the local government officials from the cities of Tangub and Ozamiz as well as with the barangay chairmen involved in the deliberation on the establishment of Malaubang-Bagumbang Mangrove Reserve for attending the activity.

He said that the DENR needs the support of LGU’s and other government agencies involved, “We need the help of each one of us, so that we can come up with a good result,” he added.

Forester Mercedita Barbarona, chief of the Coastal Resources and Foreshore Management Section (CRFMS) discussed the overview of the Malaubang-Bagumbang Mangrove Swamp Reserve and Jayrald Santamina, Asst. chief CRFMS presented the assessment results on the Land Use Maps and mangrove status they conducted to brief participants on the actual status of the area.

An open forum facilitated by Forester Marilou M. Clarete, chief of CDD, was conducted after the presentation, wherein representatives from both LGUs along with their barangay chairmen decided to consult the result of the meeting to their respective chief executive for their comments and suggestions. A meeting will also be scheduled for the final deliberation of the establishment of Malaubang-Bagumbang Mangrove Reserve as Protected Area under the NIPAS Act. (RPAO # 02-46-2018)

DENR 10 IMPLEMENTS DENR ADMINISTRATIVE ORDER NO. 2018 – 18

Aside from accomplishing all targets for FY 2018, Department of Environment and Natural Resources (DENR) Regional Executive Director (RED) Arleigh J. Adorable called on officials to support new policies of the Department during the 4th Regional Management Conference in Malaybalay City on September 25 – 28.

Regional Executive Director Adorable said regional officials should ensure the smooth implementation of Department Administrative Order (DAO) No. 2018 – 18 signed by Secretary Roy A. Cimatu on August 15, 2018. The Order establishes a centralized coordinative mechanism at the regional offices of DENR, Mines and Geosciences Bureau (MGB) and Environmental Management Bureau (EMB).

The participants of the 4th Regional Management Conference were officials from the regional office of DENR including Provincial and Community Environment and Natural Resources Officers, division chiefs and other staff, EMB and MGB.

The management conference was conducted to review and assess implementation of programs/projects for this year. The programs include the Enhanced National Greening Program, Clean Air, Clean Water and other priority programs of Secretary Cimatu.

Under DAO No. 2018 – 18, the DENR Regional Director is designated as the Regional Executive Director and shall have over-all command of regional operations to enforce environmental laws, rules and regulations. The RED is given the authority to supervise the Regional Office of the EMB and MGB.

As stipulated in the DAO, the Provincial Environment and Natural Resources Officer (PENRO) and Community Environment and Natural Resources Officer (CENRO) shall act as the field commander in their respective area of jurisdiction, under the supervision of the RED.

RED Adorable said the Department will capacitate the field officials to enable them to efficiently discharge their new duties and responsibilities.

Meanwhile, the Department will soon recognize efforts to save rivers from pollution and other threats through the Recognizing Individuals/Institutions towards Vibrant and Enhanced Rivers (RIVERs) for Life Award.

The national search will award PENROs and CENROs who effectively implement in their areas of responsibility environmental laws and the agency’s initiatives to protect and conserve rivers. The first batch of awardees will be conducted from July to December and will be on a semi-annual basis. #TayoAngKalikasan
