DENR, OTHER AGENCIES ADDRESS JURISDICTIONAL ISSUES

To resolve conflicts of tenurial instruments and other resource use, the Department of Environment and Natural Resources, Region 10 (DENR-10), National Commission on Indigenous Peoples, Region 10 (NCIP-10), Land Registration Authority, Region 10 (LRA-10) and the Department of Agrarian Reform, Region 10 (DAR-10) signed on January 11, 2018 in Cagayan de Oro City the Joint Operating Manual No. 01, Series of 2018 or the Structure and Guidelines for the Operationalization of the Joint Regional and Provincial Committees on the DAR, DENR, LRA and the NCIP Concerns.

The Joint Operating Manual is pursuant to Joint Administrative Order No. 01, series of 2012 (JAO No. 01, s. 2012). JAO No. 01, s. 2012 is on “Clarifying, Restating and Interfacing the Respective Jurisdictions, Policies, Programs and Projects of the DAR, DENR, LRA and NCIP in order to Address Jurisdictional and Operational Issues Between and Among the Agencies”.

Under the JAO, Joint Regional and Provincial Committees were created with representatives from the participating agencies. The committees are tasked to handle and resolve issues and concerns in their level before the conflict ascends to other venues. This year, the DENR, headed by Regional Director Arleigh J. Adorable, is set to take the chairmanship of the Joint Regional Committee from the NCIP 10.

RD Adorable, in his message, is hopeful for a collective and harmonious resolution of conflicts with partner agencies specially now with the Joint Operating Manual as basis on agreements and commitments.

The Joint Operating Manual of JAO No. 01, s. 2012 will serve as the foundation of institutional arrangements between the Agencies in resolving overlapping jurisdictions while staying committed to protect and conserve the rights of everyone, particularly the Indigenous Peoples. DENR 10-PENRO LANAO DEL NORTE CONDUCTS YES-O TECHNICAL VISIT AND IEC SCHOOL CARAVAN

To strengthen the promotion of environmental awareness and advocacy support to the youth, the Department of Environment and Natural Resources (DENR), Region 10 through the Provincial Environment and Natural Resources Office (PENRO) of Lanao del Norte conducted a Youth for Environment in Schools Organization (YES-O) Technical Visit and Information, Education and Communication (IEC) School Caravan on November 21, 2018 in Lanao del Norte National Comprehensive High School, Baroy and Geronima Cabrera National High School, Kolambugan, Lanao del Norte, respectively.

In behalf of DENR 10 Regional Executive Director Arleigh J. Adorable, Chief, Regional Strategic Communication and Initiatives Section Lina D. Calvez shared the importance and the role of youth in protecting and conserving the environment. She also thanked the students and teachers who supported the activity.

A total of 200 students, teachers, and DENR personnel attended the activity. Students are members of the YES-O, Supreme Student Council, Barkada Kontra sa Droga and other school organizations/clubs.

The activity was in celebration of National Environmental Awareness Month, National Clean Air Month and National Climate Change Consciousness Week (November 19-25) with a theme, “Greening the Future: 10 Years of Enhancing Education for a Healthier Environment and Safer Climate.”

The topics discussed during the activity include Solid Waste Management, Climate Change, Tayo ang Kalikasan and other environment-related programs and projects. Mr. Arvin Antonio of the Provincial Disaster Risk Reduction and Management Council Office of Lanao del Norte discussed about Disaster Preparedness.

An open forum and Trivia portion were conducted to discuss the environmental issues and concerns of the students. The Office also distributed IEC materials to the schools.  #TayoAngKalikasan RSCIS No. 12-322-2018
