NWRB DEPUTIZE DENR ON CERTAIN FUNCTIONS OF WATER USE REGULATION

To properly implement the Water Code of the Philippines, the National Water Resources Board (NWRB) deputized the Department of Environment and Natural Resources (DENR) to perform certain functions of water use regulations in the country.

The NWRB is the national regulating and coordinating agency on water resources management and development and is mandated to implement the Water Code of the Philippines. It is tasked to conduct monitoring and enforcement activities all over the country.

Some of the certain functions of water use regulations deputized to the DENR regional offices under the Licenses, Patents and Deeds Division (LPDD) are to accept/verify water permit applications, conduct continuing inventory of water users, identify water sources and make sources inventory map.

Types of water permit application include water permit for agricultural purposes, Hydraulic power development and industrial purposes, municipal purposes and recreational, fisheries and other purposes.

The LPDD shall serve as NWRB's Deputy in the DENR Regional Offices to perform some functions relative to regulation of water use to complement the existing deputized agents such as the Department of Public Works and Highways, National Irrigation Administration and some water districts.

DENR conducted series of information, education and communication campaign on the Water Code of the Philippines and Its Implementing Rules and Regulations to key stakeholders in collaboration with NWRB, re-echo training for PENROs and CENROs and coordination meetings with other deputized agents in the area, and other related activities assigned in accordance with the Water Code.

The Water Code of the Philippines aims to establish the basic principles and framework relating to the appropriation, control and conservation of water resources, define the extent of the rights and obligations of water users and owners including the protection and regulation of such rights, and adopt a basic law governing the ownership, appropriation, utilization, exploitation, development, conservation and protection of water resources and rights to land related thereto. DENR 10 APPREHENDS WILDLIFE SPECIES IN MISAMIS OCCIDENTAL

The Department of Environment and Natural Resources (DENR), Region 10 –Community Environment and Natural Resources Office (CENRO), Ozamiz City apprehended one Yellow-Crested Cockatoo and male and female Silver Pheasants at Ozamiz City Port Area on August 22, 2017.

Two suspicious individuals carried the wildlife species in the port area placed inside the two-cage boxes and were later abandoned after the Philippine Coast Guard-Ozamiz City halted them for inspection. The Philippine Coast Guard officers confiscated the items and turned-over to CENRO Ozamiz City for appropriate action. 

The Yellow-Crested Cockatoo (Cacatua sulphurea) (upper photo) is a large white parrot with a dark grey-black bill, a distinctive sulphur-yellow crest and a yellow wash on the underside of the wings. On the other hand, the Silver Pheasant (Lophura nycthemera) species are often found in forests, mainly in mountains. Male Silver Pheasant (below photo, left) is adorned with white, long, patterned tail and black dropping crest on its crown while the female Silver Pheasant (below photo, right) is olive brown with black-tipped crest. Both wildlife species are exotic and categorized as critically endangered and least concern species, respectively.

Pursuant to Republic Act 9147 or the “Wildlife Resources Conservation and Protection Act”, the seized wildlife species under the category of endangered and critically-endangered species without corresponding authorization documents in the act of trade, transport and possession should be confiscated by the government.

The said wildlife species were turned-over by CENRO Ozamiz City to DENR 10- Wildlife Rescue Center for custody on August 23, 2017. RSCIS No. 09-283-2017
